I understand from someone who works there that Hamilton council wanted to close them down and truck their waste to a central collection area, but that they simply carried on and stopped returning the council’s calls. Ultimately it became too politically embarrassing for Hamilton to close down such a successful organisation with such a good reputation. Of course the opposite effect is also true – if a community organization can do it better than a multinational, that is also embarrassing. Policy on greywater recycling is to passively permit, but not actively promote it, though it changes with every report. This report[http://0-www.aucklandcity.govt.nz.www.elgar.govt.nz/council/members/boardmeetings/waiheke/20061122_1530/Wai-221106-agd-%2319.pdf] in 2006 by the Manager of Water Planning to the Works and Services Committee states that Auckland City promotes greywater recycling and notes the primary role of the Building Act to regulate it and that Auckland Regional Council's Technical Publication 58 makes provision for it. The Waiheke Community Board asked council what it does to actively promote as opposed to passively permit greywater recycling, which led to a report stating that because the Ministry of Health does not support the use of greywater recycling in New Zealand and that heavy maintenance is required, such as manual dosing with chlorine on a daily basis. The former statement is true (see below) but the latter statement is false for any commercially available system in New Zealand. Michael McQuillian (Auckland City Utility and Environmental Manager) visited an ECOplus greywater installation on Waiheke Island and subsequently agreed to reduce the consent fee for building consent for a greywater system to $250. This is now written on the counter at the Waiheke Island council offices.&lt;br /&gt;

There are a number of different systems which can be used to treat wastewater to different levels. The treated wastewater is then applied to the land where the water and nutrients can be beneficially reused (remembering that Waiheke has a restricted [[water]] supply, due to the use of rainwater tanks for collection). Traditionally septic tanks were used and these are perfectly adequate under many conditions, achieving full treatment of the wastewater in combination with a drainage field (soakage field). They do suffer if undersized, or if too much greywater is introduced (e.g. from automatic washing machines), or if the drainage field is not well-located, designed and installed. Also the indiscriminate use of household chemicals can cause failures. Due to some instances of poor perfomance, most new dwellings now need to install a secondary treatment system, which is typically an AWTS (see below). Secondary treatment effectively brings the treatment that would be achieved in the soil into the treatment system, so that dripline irrigation can be used and so that poor soils and high water tables are less of a problem and there is less risk of ground or surface water contamination. It is important to note that an AWTS still contains an initial septic tank, so the same problems as described for septic tanks can occur, leading to costly maintenance issues and under-performance. Some other system designs are also available which do not contain a septic tank stage, or which use a more resilient process, often at higher cost unfortunately.
