I wonder also if the owner understands the licensing, although arguably the licensing is some of the most sustainable legal documentation around for IP but most people won't see it that way. I suggest unless the original author modifies the content perhaps we need a category that is something like "marked for deletion" -- that way we give people a chance but can keep tabs on it as well.
