Rocky Bay resident Nobilangelo Ceramalus (pronounced noble-arn-jillo kerra-mar-liss) was elected to the Waiheke Community Board in 2007. In 2008 Nobilangelo organised a petition to request the Local Government Commission to transfer the Hauraki Gulf islands and Great Barrier Island (excluding Rangitoto and Browns islands) from the administration of Auckland City Council and its Regional Council, Auckland Regional Council, to that of Thames-Coromandel District Council and its Regional Council, Environment Waikato.

On Friday 21 Aug 2009 the Local Government Commission released it's decision on the proposal to have Waiheke become part of the Thames / Coromandel District Council. The proposal was rejected.
